Walkers slam 'killer' pavements
A recent survey by engineering students underscores this gruesome fact, and raises serious questions about the funds spent on footpaths by BBMP. Of the pedestrians surveyed, 51 per cent have rated city roads bad, 46 per cent called the situation average, and none rated the roads “good”. The students plan to share their findings with the authorities and, given a chance, offer solutions on pedestrian-friendly roads. Based on the highway capacity manual of the US transport research board, which specifies parameters like width and height of footpaths, the level of service for pedestrians on roads in each of the selected zones was calculated after factoring in pedestrian density and volume. Finally, a pedestrian walkability index was calculated on the lines of the global walkability index. The team plans to share its findings and suggestions with BBMP and the department of urban land transport. Prof M N Srihari, head, PG studies (highway technology), RVCE, said, “We are hopeful the study will make an impression on the civic authorities. A presentation will be made shortly and given a chance, the team will start working on a model road that is safe for pedestrians.” Lauding the students’ study, Captain S Raja Rao, infrastructure expert and former chairman of the High Court-appointed expert committee on roads, said, “Older people definitely cannot walk on the footpaths here and are compelled to walk on the roads, leading to accidents. Footpaths are encroached on and do not come up to prescribed standards. Geoff - Here's the definition of delay from the HCM 2010 - "Additional travel time experienced by a driver, passenger, bicyclist, or pedestrian beyond that required to travel at the desired speed." For different types of travel, delay is calculated using different algorithms. HCM is the generally accepted way to calculate delay, but every agency has the right to say how much delay is acceptable. There are also more detailed micro-simulation models that can be used to calculate delay. These are heavy duty programs and require calibration of the model. HCM 2010 has a lengthy discussion on when it would be appropriate to consider the more refined analysis available with micro-simulation.
